2. The City Manager is requested to confer with the Police Commissioner and the Traffic, Parking and Transportation Department to report on the status of maintaining and improving methods for preventing sidewalk bicycling.   Councillor Davis

3. The City Manager is requested to report on male and female unemployment in Cambridge and whether the New York Times report that 50% of black males are unemployed has any correlation.   Councillor Reeves

4. Designation for bench located in or near Central Square to be named in honor of the late Archie Gurley Moore.   Councillor Reeves

5. The City Manager is requested to instruct Cable Television and City Cable to assist local efforts to host a forum on Democracy, Haiti and the future.   Councillor Reeves

7. The City Manager is requested to work with the License Commission to implement efforts to increase hours of operation of businesses during periods of increased visitation of in July of 2004.   Councillor Reeves

8. Urge the Legislature and Governor Romney to fully fund Regional School Transportation as promised, and to include such in the Fiscal Year ’05 Budget; to place a moratorium on new Charter Schools in Massachusetts for Fiscal Year ’05, and to fully fund the Special Education Circuit Breaker Law.   Mayor Sullivan

9. The City Manager is requested to convene a meeting with the Dance Complex and CMAC to discuss the default notice with the objective to resolving this matter and withdrawing the default notice.   Councillor Simmons, Councillor Murphy and Mayor Sullivan

10. The City Manager is requested provide an update on construction now that 238 Broadway is vacated.   Councillor Davis

11. The City Manager is requested to report on the Museum Towers and will it be sold and converted to condominiums.   Mayor Sullivan

12. The City Manager is requested to report on the issue of "hot" or "live" manhole covers, including electrical (NSTAR) and gas, with a plan to work with utility providers to ensure public safety.   Mayor Sullivan

13. The City Manager is requested to report on the proposal to implement "311," a single phone information number.   Councillor Davis

14. The City Manager is requested to report on a recent study by Donahue Institute at the University of Massachusetts entitled "Winners and Losers in the Massachusetts Housing Market: Recent Changes in Housing Demand, Supply, and Affordability," the role Cambridge can play to serve the needs of the subfamily population and how the City of Cambridge and the Cambridge Housing Authority might reach the subfamily population to promote affordable housing alternatives.   Mayor Sullivan

15. The City Manager is requested to take the necessary action to protect the gym floor at the Longfellow School by covering it during the time period that it is being used as the temporary site of the Library.   Councillor Toomey

16. City Manager is requested to instruct the appropriate departments to provide the necessary staff to cooperate with the Economic Development, Training and Employment Committee during the planning of a Cambridge community event to be held during the 2004 Democratic National Convention (DNC) and to insure that the City's web site includes information about the Cambridge DNC event and Cambridge area businesses, museums, restaurants and art exhibits.   Councillor Reeves

17. The Mayor is requested to appoint a committee to explore the feasibility of providing for the democratic election of the Mayor of the City of Cambridge, that said committee, if necessary, request the drafting of a home rule petition to be sent to the legislature to authorize this change and with a report before the summer recess.   Councillor Galluccio and Mayor Sullivan

18. Supporting for House Bill 2215 which is currently under review by the Joint Education Committee.   Mayor Sullivan

19. Support for the United Food and Commercial Workers (UFCW) in their efforts to retain health care benefits for its seventy thousand grocery workers in Southern California.   Vice Mayor Decker

20. Support for the use of union labor on construction projects in the City of Cambridge and urge the owner-developer of the Brickworks project at 310-324 Rindge Avenue to begin conversations with the Boston Building Trades with the view in mind of reaching an agreement and so that the project is built with union labor.   Councillor Galluccio

21. Support for the New England Regional Council of Carpenters and their efforts to secure pro-union contracts with Whole Foods Market that provide workers with health care benefits, retirement benefits and apprenticeship opportunities.   Vice Mayor Decker

22. City Manager to request the MBTA to undergo a new RFP Bid process for Air Right Development in Porter Square and that the City help fund this initiative with the MBTA and the City of Somerville.   Councillor Galluccio, Vice Mayor Decker

23. The City Manager is requested to re-examine the plans relative to the back of the Main Library where it abuts the CRLS Amphi Theatre and Tennis Courts to create an open passage way and to report on plans to relocate the Tot lot during construction of the Main Library.   Councillor Toomey

WHEREAS: The Donahue Institute at the University of Massachusetts recently released a study on housing in Massachusetts entitled "Winners and Losers in the Massachusetts Housing Market: Recent Changes in Housing Demand, Supply, and Affordability"; and
WHEREAS: This study documents a trend of "hidden homelessness" or subfamilies—individuals and families living with extended family members to meet housing and other needs due to lack of affordable housing opportunities; and
WHEREAS: The number of subfamilies dramatically increased between 1980 and 2000 from 26,000 to 52,000 in Massachusetts, with the number of children living in subfamilies in that period increasing a staggering 488 percent; and
WHEREAS: The number of subfamilies in Cambridge, according to the 2000 Census, is 490; now therefore be it
ORDERED: That the City Manager be and hereby is requested to report back to the City Council on this report by the Donahue Institute, the role that Cambridge can play to serve the needs of the subfamily population in our city, and how the City of Cambridge and Cambridge Housing Authority might reach the subfamily population in the city to promote affordable housing alternatives.

WHEREAS: Seventy thousand grocery workers in Southern California represented by the United Food and Commercial Workers (UFCW) have been on strike since October 11, 2003; and
WHEREAS: Safeway management is demanding that its workers accept a seventy-five percent cut in health coverage for new workers and a fifty percent cut for current employees; and
WHEREAS: Aside from its seventy thousand workers in Southern California, Safeway employs an additional one hundred thousand people nationwide who will also be entering contract into negotiations; and
WHEREAS: Safeway management must understand that such health coverage cuts will not be tolerated for any of its workers in any city nationwide, now therefore be it
RESOLVED: That this City Council go on record in support of the United Food and Commercial Workers (UFCW) and their efforts to retain health care benefits for its seventy thousand grocery workers in Southern California who have been on strike since October 11, 2003.

WHEREAS: The Council of Carpenters is petitioning that the Whole Foods Markets follow a responsible contractor policy when renovating current store locations or building new stores and that they provide all of its workers with health care benefits, retirement benefits and apprenticeship opportunities; now therefore be it
