To the Honorable, the City Council:

Please find attached an order requesting the appropriation and authorization to borrow $600,000 to provide funds for the replacement of the boiler and cooling units at the Solomon Building at Cambridge Rindge and Latin School and other related improvements. If approved, this appropriation will be included in the City’s FY19 bond issue. This order is being submitted for the Dec 10, 2018 City Council meeting to allow the City Council to vote on this order on Jan 7, 2019.

The project originally received funding in 2013 as part of a roof replacement project. Additional funding is needed in order to completely remove and replace the existing oil-fired steam boiler and system with an all-electric, variable refrigeration flow system, which is consistent with the City’s goal of renovating buildings to be Net Zero ready. The total project cost is $1,250,000.

If passed to a second reading on Dec 10, 2018, the City will comply with all legal requirements so that the order may be adopted on Jan 7, 2019.

To the Honorable, the City Council:

Please find attached an order requesting the appropriation and authorization to borrow $3,000,000 to provide funds for the design and reconstruction of the Tobin School building. If approved, this appropriation will be included in the City’s FY19 bond issue. Additional construction funding for this project will be requested in the future.

Funds are needed at this stage of the project in order to commence preliminary design, feasibility, and engineering studies. The funds will allow for preconstruction services and activities, including testing and evaluation of various site locations, foundation systems and soil remediation costs for the next school, and for the selected designer to prepare a feasibility study of the project. The feasibility study will start in early 2019, and include site options (including the use of the existing building), costs, and a schedule for the design and construction phases.

If passed to a second reading on Dec 10, 2018, the City will comply with all legal requirements so that the order may be adopted on Jan 7, 2019.

WHEREAS: The City has instituted 20 mph “Safety Zones” in Central, Kendall, Inman, Harvard, and Porter Squares as of Mar 1, 2018; and
WHEREAS: The City reduced the citywide speed limit to 25 mph in 2016 and recently, the Council has requested that City consider reducing the speed limit to 20 mph on most residential streets; and
WHEREAS: A pedestrian hit by a car traveling 20 mph has a nine-times greater chance of surviving than if the car is traveling at 40 mph; and
WHEREAS: Enforcement of speed limits is important to improve safety for pedestrians; and
WHEREAS: Even in the city’s safety zones, strikes and fatalities can still occur during all hours of the day, not just during peak hours where enforcement is targeted; and
WHEREAS: The importance of improving pedestrian safety is evident in the repeated attention paid to the issue by the Participatory Budget process, which has awarded funds to flashing beacon-lights twice, and this year again features a proposal for flashing beacon-lights as well as the installation of digit speed readers in safety zones; and
WHEREAS: Changes to street layout to promote traffic calming are necessary to ensure safety of people walking and biking; now therefore be it
ORDERED: That the City Manager and relevant Departments be and hereby are requested to report on the current level of compliance with the citywide and safety zone speed limits; and be it further
ORDERED: The City Manager be and hereby is requested to document all relevant interventions that have had an impact on compliance with the speed limits; and be it further
ORDERED: That the City Manager be and hereby is requested to provide a report on all relevant traffic calming measures currently available to reduce speeding, including, but not limited to, implementing different paving surfaces, narrowing traffic lanes, installing pedestrian crossing placards affixed to the ground and adding raised intersections; and be it further
ORDERED: That the City Manager be and hereby is requested to report back on this matter by the end of January 2019.

WHEREAS: According to estimates by consultants for the Urban Forest Master Plan, to simply maintain the existing level of tree canopy in Cambridge over the next fifty years, year over year canopy loss must be stemmed, and a minimum of 2,500 new trees per year must be planted; and
WHEREAS: The City can lead by example by using the highly visible platform of City Hall lawn to grow a healthy, large tree, and in the process promote knowledge of the importance of preserving and expanding the City’s tree canopy in the face of climate change and recent canopy losses; now therefore be it
ORDERED: That the City Manager be and hereby is requested to confer with the City Arborist and the Department of Public Works regarding the possibility of planting a substantial-sized tree at the corner of Inman Street and Massachusetts Avenue, directly on the front lawn of City Hall; and be it further
ORDERED: That the City Manager be and hereby is requested to confer with the Community Development Department, Public Health Department, Department of Human Service Programs and Cambridge Public Schools to promote an educational program surrounding this tree, with the goal of building public awareness on this critical issue; and be it further

WHEREAS: Noise and vibrations from a concentration of low-flying airplanes originating at runway 33L at Logan Airport continue to disturb many residents of Cambridge, negatively impacting their quality of life; and
WHEREAS: The MIT International Center for Air Transportation has begun finalizing the Block 2 phase of recommendations from their study focused on RNAV and Logan Airport, including recommendations that could reduce the impact of departures from runway 33L; and
WHEREAS: The study identified four alternative 33L flight departure scenarios that illustrate possible dispersion patterns in an effort to lessen the concentration of airplane noise in a single corridor; and
WHEREAS: Recommendations from this phase may help inform potential changes to RNAV flight patterns that could alleviate noise disturbance levels in Cambridge; and
WHEREAS: The Altitude-based 4000 ft scenario has the support of Cambridge citizen advocates and members of Boston West Fair Skies as the best option for the Cambridge residents who have been most impacted; and
WHEREAS: The MassPort Community Advisory Committee (CAC) is soliciting feedback from and collaboration with the City in deciding which recommendations to include in a consolidated plan to be presented to MassPort, MIT and the FAA; now therefore be it
ORDERED: That the City Manager be and hereby is requested to update the City Council on the status of efforts by MIT’s International Center for Air Transportation and MassPort’s Community Advisory Committee to study, assess and address noise issues associated with flights in and out of Logan Airport; and be it further
ORDERED: That the City Manager be and hereby is requested to instruct Cambridge's representative to the MassPort CAC to advocate for the 4000-foot dispersal point and no additional departures; and be it further
ORDERED: That the City Manager be and hereby is requested to report back to the City Council before the MassPort CAC presents its consolidated plan recommendations, expected to occur in early spring of 2019.

WHEREAS: The annual budget review is a primary task of the Cambridge City Council; and
WHEREAS: The budget represents the best opportunity to implement equity policies for the people of Cambridge through their elected officials; and
WHEREAS: The Cambridge City Council highlights its Guiding Principles and City Council Goals on every Council meeting agenda, including but not limited to: Increasing access to affordable housing for all income groups; Deepening our commitment to sustainable use of energy; transit equity; expanded open space; pre-kindergarten education and more; and
WHEREAS: The annual budget does not adequately highlight changes in the budget that address said Principles and Goals; now therefore be it
ORDERED: That the City Manager be and hereby is requested to instruct the Finance Department to clearly highlight City Council Guiding Principles and Council Goals in the FY 20 budget presentation to ensure the ways in which said Principles and Goals are being met is more clearly understood by the community.

COUNCILLOR SIMMONS
WHEREAS: Earlier this year, Governor Charles D. Baker proposed Bill H.4075, Act to Promote Housing Choices, which would allow municipalities across the Commonwealth to change some zoning rules via a simple majority vote, rather than by the current two-thirds majority vote that most city and town councils currently require; and
WHEREAS: According to a Dec 3, 2018 article in the Boston Globe, “The goal [of Bill H.4075] is to spur more home construction, especially in places that have built little in recent years, even as the region’s housing shortage hinders the economy…every major real estate and housing group in the state backs the bill…[and] the Massachusetts Municipal Association, which represents all 351 cities and towns, has signed on;” and
WHEREAS: Bill H.4075 stalled out and had not been passed at the close of the Legislature’s formal session earlier this year, yet Governor Baker and other advocates are still hoping to pass this bill before year’s end; and
WHEREAS: It has come to the attention of the City Council that there may be some members of the Cambridge Delegation to the State Legislature that remain undecided about whether or not to support this bill, in spite of the evidence that passage of this bill could be an important factor in allowing desperately needed new housing to be constructed in Cambridge and our surrounding communities; now therefore be it
RESOLVED: That the City Council go on record in strong support of Bill H.4075, Act to Promote Housing Choices, and in strongly urging each member of the Cambridge Delegation to vote in favor of its passage; and be it further
RESOLVED: That the City Clerk be and hereby is requested to forward suitably engrossed copies of this resolution to Governor Baker and to the members of the Cambridge Delegation to the State Legislature on behalf of the entire City Council.

Vice Mayor Devereux convened the hearing and explained the purpose. She stated that this portion of the hearing is being recorded. Vice Mayor Devereux moved to Executive Session to discuss pending litigation and claims filed against the City. In response to an inquiry by a member of the public City Solicitor Glowa stated that there will be no business after the Executive Session and no need to reconvene in public session. The question now came on moving to Executive Session and the motion carried on a roll call vote of 3-0-0.
